I think by returns the meaning is go-backs, not processed returns, IIC. In my understanding, it is an item a guest brings with them and then decides not to purchase, leaving it with their cashier.
 
My GSTL said that cashiers are now able to do actual returns at the lanes but he refuses because some of our cashiers can barely handle regular transactions. Throwing a simple return into the mix would not be pretty. There's reasons only some of the cashiers are allowed to work GS. Multi-tasking without getting frazzled is one of those reasons.
