So say a guest brings in a red cup from a previous year because we didn’t have red cups for the 50 cent discount when you use it are you able to use previous years red cups or only this years?

You can always ask this sort of question in the Starbucks TL thread under leadership - it’s more likely to be seen and answered there.
But no, it’s only this year’s cup.

If there are no current year cups available, then the guest can't be faulted.

Look at 7-11. You can have a cup for years, so old there's no more ink, and it's cool. Makes for repeat customers.

Not if they deliberately make it a limited thing. It's like Black Friday for Starbucks.

my initial thought was to just do it, but i’ve been thinking about this and i’m not sure this qualifies as a “make the moment right” situation.

it would be super unfair to the guests who waited in line to participate in the giveaway event this year
