The guy that use to do it would work when needed but dink off most of the day… maybe that had something to do with it. Maybe they Consolidated the work load by putting the capacity backup lead into the troubleshooting role.

I'm assuming by troubleshooting you mean ICQA.

There's less volume coming in and out. The less volume the lower the budget. The capacity BU lead might also double as an ICQA backup since his skills would probably translate to fixing consolidation errors that ICQA is encountering.

Also if he's a back-up, then he's only in capacity when he's needed. He's not dedicated to the role. They can send him to do anything he's trained in.
 
No troubleshooting isn’t an ICQa role. Yeah I’m assuming the last one. That makes sense
