Archived ETL - External / Internal Hire

I know that the majority of ETLs get hired externally. And we're not necessarily the better for it.

Is there any pattern to how ETLs are hired/promoted internally? What factors contribute to that development?

I've only been with spot for 1 year, the recent internal promos I've seen are someone who applied to be an intern, but was denied and given a TL position. He/she applied for intern again after working as a TL and got the internship the second time around. He/she is a ETL now at another store. I've also seen a person start at my store as an Sr. TL and get promoted to ETL after another ETL jumped ship and the position was vacant. They might have been on the bench.
