Archived Discount on prepaid cards

I know Target recently changed the policy so we no longer get a discount when we buy "entertainment" gift cards, like restaurants, Disney, etc. But yesterday I bought an AT&T prepaid phone card and did not receive my discount.
Is this something new? I don't consider a phone card a "gift card"'
