How long do you have to deliver a final?
if conversation was held at time of incident but wasn’t delivered to workday till 90 days later for it to be submitted back. Is that allowed?

Remember they make the rules, there aren't really a lot of laws about how any of that works.
So figure that even the policy and procedures are guidelines, not facts.

Unless you have a union with a contract backing you, the company can do what they want.
